You need one of the following role types:
VOADMIN
TOPGROUPCREATOR

Log into the Identity and Access management system Web interface and go to Access management (the left-hand side menu).
Find the Virtual Organization via the Filter by name field and click on the row with the organization.

Select Group.

Click on the Create button

Fill in the Name and Description.
If you make a group as a subgroup, tick the option As a subgroup and choose which group is a parent.
Click on the Create button to confirm.
